YouTube Partner Program Requirements in 2026: What Counts Toward 4,000 Hours
Most creators know the headline numbers for YouTube monetization, but many get stuck because the number in YouTube Studio does not grow the way they expect. This guide sets out the thresholds YouTube publishes today, explains which views and hours are left out, and lists the account settings that stop an application even when the numbers are met.
Everything below is based on YouTube's official help page YouTube Partner Program overview & eligibility, checked on 5 November 2026. YouTube changes these rules from time to time, so confirm the page and your own Earn tab before you apply.
The thresholds for ad revenue
To share in ad revenue, a channel needs 1,000 subscribers and one of the following:
- 4,000 valid public watch hours on long-form videos in the last 12 months, or
- 10 million valid public Shorts views in the last 90 days.
You only need one of the two paths. A channel that mostly publishes long videos should track watch hours; a Shorts-first channel should track Shorts views. Mixing them does not add up: Shorts views do not convert into watch hours.
Why your watch hours seem stuck
The total watch time in Analytics and the eligibility number in the Earn tab measure different things. These are the usual reasons the eligibility figure grows more slowly:
- It is a rolling 12-month window. Hours older than 12 months drop out every day, so new viewing can be offset by old viewing that expires.
- Shorts watch time is excluded. YouTube states that watch hours from Shorts in the Shorts feed do not count toward the 4,000-hour path.
- Only public videos count. Hours on videos that are private, unlisted or deleted are not part of the public total.
- Your date range does not match. If Analytics is set to "Lifetime" or another range, it will not match the Earn tab. Compare the same period before deciding something is wrong.
Requirements that are not about numbers
Hitting the thresholds is only half of the process. YouTube also requires the following, and any one of them can block the application:
- You follow the YouTube channel monetization policies.
- You live in a country or region where the Partner Program is available.
- Your channel has no active Community Guidelines strikes.
- 2-Step Verification is turned on for your Google Account.
- Your channel has access to advanced features.
- You have one active AdSense for YouTube account linked to the channel.
Set these up before you reach the thresholds, so that you can apply as soon as the numbers are there.
After you apply
Meeting every requirement does not guarantee acceptance. Each channel is reviewed against the monetization policies, which look at the channel as a whole: its main theme, the most-viewed videos, the newest uploads and the metadata such as titles, thumbnails and descriptions. Re-uploaded content from other channels and repetitive, mass-produced videos are common reasons for rejection.
YouTube also warns that channels with no uploads or Posts activity for six months or more may have monetization turned off. Keep publishing after approval.
A simple weekly check
| What to check | Where |
|---|---|
| Subscribers and valid watch hours or Shorts views | YouTube Studio > Earn |
| Watch time by video for the last 28 days | Analytics > Content |
| Strikes and policy warnings | Studio dashboard and email |
| 2-Step Verification and AdSense status | Google Account and Earn tab |
Write the numbers down once a week. Over a month you will see whether new hours are actually outpacing the hours that expire.
Where a paid boost fits, and where it does not
Bought views and subscribers are not the same as valid public watch hours, and they do not guarantee monetization approval. What a small boost can do is help a strong new video look active in its first hours, so that real viewers are more willing to click and keep watching. Use it only on videos that already hold attention, and never as a substitute for content that people choose to watch.
Frequently asked questions
Do Shorts count toward the 4,000 watch hours?
Watch hours from Shorts in the Shorts feed do not count. Shorts have their own path: 10 million valid public Shorts views in the last 90 days.
Do I need a minimum number of uploads?
The ad revenue path above does not list a minimum upload count, but channels inactive for six months or more may lose monetization.
Can I apply as soon as I reach the numbers?
Yes, if the other requirements such as 2-Step Verification and a linked AdSense account are already in place. The review itself can take some time.
